Synopsis

HR4296 became a part of this bill in it's last quoted text. The remainder of the bill dealt with criminal offenses. Significantly, this is the bill that added people under a domestic abuse restraining order to the class of people prohibited from receiving or owning firearms.

Analysis

The 1994 AWB is now history. It expired September 13, 2004.

The Assault Weapon Ban attempted to end the supply of firearms with certain cosmetic features. Although using an underpowered round, gun banners wanted to scare the unknowledgeable public by confusing semiautomatic firearms with the fully automatic firearms used by the military. Never mind that full-auto weapons had been regulated since NFA34 and the semiautomatic cousins were rarely used. It was a ploy that worked, for a short while.
