Each gun owner is responsible for the safety of their guns. Many, if not most, gun owners have safes that make trigger locks unnecessary. If a gun owner feels the need to buy one, they are available. Requiring a gun lock with each handgun purchase unnecessarily increases the cost to the consumer.
