SynopsisThis was a funding bill for $15,000,000 to enable the Department of Housing and Urban Development to continue to buy up guns in housing projects.
AnalysisThe BuyBack America program used federal money funneled through HUD to local entities to buy back firearms in subsidized housing. A functional gun was supposed to be bought for a maximum of $50. In fact, a great many of the guns traded in were already nonfunctional. In addition, the program provided a way for a criminal to dispose of a gun already used in a crime without question or record of source. In the end, it was foolish to think that any criminal would trade in a functioning gun for only $50 when it could be sold for a great deal more on the street. Only law abiding citizens, who guns posed no threat to society, disarmed themselves.
