SynopsisH.R.1141 defines a 90 day amnesty period whereby veterans and their families can register firearms in the NFA registry as long as the registrant is not in violation of any other provisions of tax law or firearms law.
It also prevents the destruction of firearms that have been forfeited to the federal government for five years. A catalog of available firearms is to be provided to museums and those firearms provided to the museums upon request.
AnalysisIt would be interesting to find out what motivated this legislation. It goes not appear to be something that would come out of the clear, blue sky.
We will only say that a repeal of the Hughes Amendment is the appropriate action given its questionable, legislative history.
