SynopsisH.R.256 places restrictions and responsbilities on firearms owners with respect those under 18 and 21. There is firearms education funding. It also contains the standard trigger lock and gun storage laws.
AnalysisIt is obvious that this bill was resubmitted without much thought to changes in law since it was written. It contains references to 'large capacity ammunition feeding device' and 'semiautomatic assault weapon'. Both of these terms had been defined by the 1994 Assault Weapons Ban. Since the AWB expired in September of 2004, these terms have no definition in law.
