AnalysisIf you believe the Second Amendment confers an individual right, there is nothing here for you. This bill implements the infrastructure and behavioral requirements to implement complete federal registration of all handguns and semiautomatic long guns. At the outset, all current gun owners would need to get a license, or immediately be in violation of the law. From then all, all transfers would only occur between licensed entities and would be reported to the feds to update their database. One reason many people do not buy NFA weapons is the inability of the BATFE to maintain an accurate NFRTR. The NFRTR is estimated to hold approximately 120,000 firearms. If the BATFE can not maintain a database of that size, what makes Rush and his cosponsors believe that BATFE can build and maintain a database with 200 million records accurately and in a timely manner. Remember, if their database is wrong, you could be facing federal felony charges.
