Synopsis

First, this bill seems to be a replacement for H.R.1399.

This bill is appears to repeal all gun control law enacted by the D.C. city council except laws dealing with concealed or open carry.

Analysis

Great stuff letting the D.C. city council, that in no uncertain terms, they are incompetent to write gun control law that is constitutional.
