H.R.5013 is the Disaster Recovery Personal Protection Act of 2006. I will start by saying that it is a step in the right direction. The bill is supposed to prevent the confiscation of firearms during emergency situations. The problem with the bill is that the law has no teeth. Under this law, if your guns are confiscated, you are only able to sue the perpetrators for the violation. If your life is placed in danger as a result of the confiscation, you are still only able to sue. Suits are defended by municipality lawyers and fines are paid with municipality funds. When those sworn to uphold and enforce the law violate it, there should be jail time. When violation of this law results in increased danger for the victims, the perpetrators of this crime should face jail time. Personal responsibility in the form of jail time is the only way you will get the attention of these governors, mayors and police chiefs. As a last point, it is unfortunate that a law like this is necessary.
