From a reader: 

I am a non resident US citizen living abroad and I visit the US on a regular basis. While in the US I would like to carry concealed. I have been issued a permit by Utah and have applied for a few others 'just in case' as I heard throught the grapevine that Utah is going to cancel all non-resident alien permits. They do not appear to be issuing any more at this time.
I am wondering if I am going to get caught in this 'catch 22" of non-residency.
Have you heard anything about the state of affairs at BCI in Utah at this point?  I am wondering if an inquiry by yourselves or by the NRA might clarify the Utah situation. There are literally thousands of permit applications for non resident aliens being held at this time.  And Lord knows how many for non-resident US Citizens, who seem to be getting caught up in all of the paranoia and are perhaps losing the right to bear arms simply because their work takes them abroad.

A few things...  
This only effects Non-Resident Aliens, not Non-Residents (from another state) 
 
They are not issuing any new NRAPs, but are keeping them in a pile until their lawyers can sort it out. At which point they will either process the permits or refund the application fees. 
 
 
They are not cancelling non-resident alien permits (NRAP). No word on if NRAP would be cancelled down the road. I guess (IANAL) but it would depend on what the laywers say. 
 
They will be posting information on their website as updated become available.
