FFA38 was based upon the Interstate Commerce Clause of the Constitution. It was implemented in Title 15 of the US Code. The FFA provided the following provisions: - It introduced the concept of the Federal Firearms License. Originally costing $1, they were required of anyone in the business of selling or repairing firearms.
- The FFL holder was required to not sell to any convicted felon.
- He was required to maintain customer records for all firearms and ammunition sales.
- Made possession of firearms with an altered serial number a crime.
- Required record keeping of all firearms and ammunition sales.
FFA38 was repealed by the Gun Control Act of 1968. However, many of its provisions were reenacted as part of the subsequent act.
