Next Tuesday, September 6th, Congress will be starting the second session of the 109th Congress. There are many bills we like and many we don't. But, the next gun control measure to be dealt with will be the Protection of Lawful Commerce in Arms Act in the House. They have the choice of either using the version already introduced into the House - HR800, or they can pick up where the Senate passed S.397.
Each direction has its advantages. By picking up S.397, the House could pass it as it is and the bill would not require a conference session with the Senate to resolve differences. But, this would mean that they would also be accepting the trigger lock amendment and the armor piercing amendment. In the real world, the trigger lock amendment would have little practical effect as most new guns already come with a trigger lock. The armor piercing ammo amendment is only a restatement of existing law and does not change law.
If the House starts with HR800, it starts with a proposal with no trigger lock law amendment. If it passes any bill that is not identical to the Senate passed version, there will be a meeting to iron out the differences, or the Senate will have the opportunity to accept what the House has passed.
Either way, expect the House to move on the Protection of Lawful Commerce in Arms Act before the end of September. Given the positive nature of House politics this year, expect positive results. But do not become complacent. Now is the time to communicate with your representative and let them know what you want done. By contacting them now, not only do you tell them what you expect with respect to the proposal, you let them know that dealing with the Protection of Lawful Commerce in Arms Act is a high priority.
