• The NRA point us to an article on a House appropriations bill that splits the 9th U.S. Circuit Court of Appeals in two. The 9th would be left with California, Hawaii, Guam and Northern Marianas Islands. The new 12th would have the remaining 7 western states that make up the current 9th.
