Under the Nixon administration, for a period of time, the head of the FAA was Alexander P. Butterfield. He felt that one function of the FAA was to support and promote general aviation. To that end, he pushed people below him to take flight lessons at government expense thinking that those working on general aviation should have a close knowledge of what it is and the problems associated with it. In later years, Butterfield's plan was used as example of gross waste. But the GA community applauded his efforts. We would hope that any government agency would made it a priority to assist those in their industry. The BATFE gives the appearance of having taken the opposite approach. Instead of helping citizens and those in the industry, they redefine terms, at will, to criminalize previously lawful behavior. Check out BATF Jihad Against Custom Gunsmths!?!?!
