Synopsis
It provides for a tax credit, at 25% of the purchase price up to $250, for purchases of home gun safes.
The government is prevented from make a list of those taking advantage of this credit.
AnalysisTax credits are a way to motivate people without forcing them. We find this to be appropriate.
There will be a fair number of people that will never get the credit because they don't want to tell the government they have a safe. The government's record is spotty with respect to not keeping records when they are told not to.
If a law ever comes along that requires a safe, we would find this unacceptable. Different people have different needs based upon varying environments. People also have differing capability to absorb the cost. A coercive storage law would only serve to disarm the law abiding poor.
Also, keep in mind that once you have a safe, you have a responsibility to use it. If you have a gun not in a safe that gets stolen, some lawyer may attempt to say that you did not use 'reasonable care' and make you somehow liable. Be aware.
A better bill would provide the credit at the point of sale at the time of sale. Potentially not as lucrative for the buyer, but no names would be involved.
