SynopsisThis amendment removed the termination of existing lawsuits at the time S.397 took effect.
AnalysisIt makes no sense why, if a suit has no validity after the signing of a bill, why it would if it was filed before the signing of the bill. Anticipation of the possible passage of this amendment may have been the reason that there were a flurry of suits filed the day before the Senate passed S.397.
